[Dundi] number assignement

Hello,

Distributed number discovery by itself does not remove the need for a
centralized organization, there still needs to be an authority that
assigns unique [VOIP telephone] numbers right?

Or maybe there already exist a "Distributed Number Assignment
Protocol" or similar?

Otherwise, how can the peers of the dundi network make sure there are
no duplicated numbers in the network?
