[Asterisk-video] if2 bit stuffing in app_h324m

IF2 is used in h324m, but is not used in the RTP.
IF1 is used in the last AMR rtp rfc... I know its a bit confusing but I also wonder what device beside the Nokia phone use AMR in sip...
