[Asterisk-video] amr sound support for app_rtsp and h324m?

Try making audio packets smaller, as some encoders try to fit as many audio
packets as possible in one rtp frame.

For the video problem also try creating a video with fewer bitrate to see if
it fix the problem.

I have tested several handsets:

- Sony Ericsson K800i: OK but asynchronous
- Nokia N73: OK but asynchronous
- Nokia N95: audio OK, video very bad (plays but seems to be corrupted)

I am hoping for Sergio as well... ;)

Fyi: I played around the last days and managed:
h324m_loopback
h324m_play with helix encoded video (Nokia only, not Sony Ericsson V800)

I guess this is what you achieved too. I'm sure if Sergio is back from
holiday we can make more progress.
