Brillliant. Here's what worked.
In features.conf:
[applicationmap]
.......
jollyroger = *8,peer,Dial,"MOTIF/xxxx/+12146664321 at voice.google.com"
In extensions.conf:
Set(_DYNAMIC_FEATURES=jollyroger)
Now eagerly awaiting a spam call !!
