Sadly there is no 'EU numbering'. Europe isn't a country, thus doesn't share any dial plan. There appears to be some tendency towards having a '7' at the front of a mobile number, but it's far from universal. Each telco/regulating body will probably supply a list of codes. OFCOM in the UK do. Failing that, putting the country code (e.g. +44) into google gives a fairly rough outline for each country.
