I think he meant the opposite he is sending calls to a sip trunk and would like to know when to failover and send calls to a different sip trunk

I haven't really looked at this but maybe check the header of the packet for which response your getting 

Also are you sure you are getting the hangup reason because I have some providers sending congestion even for unallocated numbers
