In the source tarball, it is located in contrib/dictionary.digium.

If you installed a binary distribution package, the location depends on 
the package.  It may not even be included in the package, but may 
instead reside in an auxiliary "contrib" package.  This is at the 
discretion of the maintainer(s).

That question cannot be meaningfully answered without more extensive 
details about your requirements and/or intended use of it.  There are 
many billing systems out there that fit a large variety of needs, 
depending on what the product is, who the users are, what the size of 
the user base is, the scalability requirements, the interface 
requirements, etc.
