I actually found the option. I'm using Grandstream's GXW4008.
The option is "Offhook Auto-Dial" and I set that to *8.
It seems to work fine.
There's just one drawback: if I don't need to pick up a call but just place one then I need to press the R(Flash) key to get dial tone. Otherwise, *8 leaves me with a "hung up" tone and I can't dial out.

This behavior may be even worse... so I may have to look for another solution.
