Maybe try instead:

span=1,0,0,ccs,hdb3

"national"? Is this the one that should be used there?

(Though this is unrelated to the current issue. we're not in chan_zap
yet, so zapata.conf is unrelated at the moment. It will be once you get
over the above error)
