Whats the dialplan number to ring to userA on server (ONDO) ?
if u know that try
exten => 1234,1,Dial(SIP/userA at 192.xxx.xxx.xxx-out<SIP/test at 192.xxx.xxx.xxx>
)

since ur sip.conf has [*192.xxx.xxx.xxx*-out].
i am not sure why you use Sip/test to call to userA . Is that how server
ONDO is configured ?
