After migrating from PHP to Ruby
(more than a year without coding a line of PHP)

I would strongly recommend you to follow that way,
with couple of suggestions if I may,

1./ make it GPLed or compatible, put a site dedicated to it,
and be open to contributors

2./ make it work with derivatives as callweaver

3./ care for the client console side of things,
meaning that with the ease of ajax use under RoR,
creating a good user console wouldn't be difficult,

If dream of a GPL XUL client interface that connects to a RoR server
in the * box to operate as a console, then I am up to help you with  
that portion
of the coding,
