/sbin/zapscan called to recreate that file on each start of the zaptel
service (and some other times) is a simple shell script. Edit it to do
nothing, or replace it with a link to /bin/true.
Now pass all of those parameters either from zapata.conf or from
users.conf (the latter is new in 1.4 and hence not documented in your
book)
