I can't say that I'm not experiencing the same issue as you, 99% of our 
faxes are incoming.

I'm running 23 iaxmodems along with HylaFAX 4.3.0.12 on a PRI and 
Asterisk 1.2.12.1, running on Mandriva 2006. My setting below:
