Well, yes and no. I tested that before and it causes a silent ring instead of a call rejection. I actually want to disable the entire feature. So the phone always rings unless you're actually on the phone.

Attribute Values Default Interpretation 
call.rejectBusyOnDnd 0, 1 1 If set to 1, reject all incoming calls with 
the reason "busy" if do-not-disturb is 
enabled. 

Have not used, but looks like it may ignore the key if this is 0
