Don't you mean the dialplan.xml.

This is what I have:

<DIALTEMPLATE>
    <TEMPLATE MATCH="*"            Timeout="5"/> <!-- Anything else -->
    <TEMPLATE MATCH="#"            Timeout="5"/> <!-- Anything else -->
</DIALTEMPLATE>
