hmmm... What version of udev do you use?
dpkg -l udev

An answer to bug report there mentions the fix:

  You need to add the following line to /etc/udev/permissions.rules :

  SUBSYSTEM=="zaptel",    GROUP="dialout"

However udev in Etch should have this by now.
