Yep. Your are right, Barry.
On the configuration side of speex for asterisk use all seems to be
right. The only thing that stops me from doing further test is the fact
that our VOIP stopped speex support at this time, due to some issues
with speex they are investigating. We'll see.

You need also to put speex into your allow= settings for the user, or
globally for SIP/IAX or whichever is appropriate in order for it to be
used.
For example:
disallow=all
allow=ulaw
allow=alaw
allow=gsm
allow=speex
