[Asterisk-Users] TDM400P Dialing Out - "Cannot be completed as dialed"

I'm replacing an old ComDial system.  It required a 9 to dial out, but
never 10 digits.

relevant bits from extension.conf :
;exten => _X.,1,Dial(ZAP/g1/w${EXTEN},60,R)
exten => _X.,1,Dial(ZAP/2/w${EXTEN},60,R)
;exten => _X.,3,Dial(ZAP/g1/${EXTEN},60,t)

I've tried the commented varieties w/ the same results.
