That depends on the behavior of * when restarting. If * tells the phones via a 
NOTIFY that their subscriptions are not valid any more, the phones will try 
get new subscriptions. If * does not tell phones about the lost subscriptions 
(which I fear), then it depends on * how it reacts on the re-subscription of 
phones. Because the phones would still belive to have a subscription and 
should send sooner or later a SUBSCRIBE with existing To-tag. Now it depends 
on * how it reacts on such a re-newale of a non-existing (from * perspective) 
subscription.
