Can you get a csv npa-nxx file from there?

The file that contains npa-nxx by clli is clli-npa-nxx
The clli to city/state cross reference is first6-city.csv

Link the two by clli in a database and you will have the location of the
CO that servers each npa-nxx

Again, LNP messes this up, the NPA NXX could actually be anywhere in the
LATA.
