I'm just a newbie, but I've been doing something like this :

[adialplan]
exten => _XXXX,1,Set(calling=${EXTEN:0:4})
exten => _XXXX,2,ChanIsAvail(SIP/${calling}@${calling})
exten => _XXXX,3,Dial(SIP/${calling}@${calling},15,tTrwW)
exten => _XXXX,4,Goto(_XXXX-${DIALSTATUS},1)
exten => _XXXX,103,Dial(Zap/1/${calling},15,tTwWr)
exten => _XXXX,104,Goto(_XXXX-${DIALSTATUS},1)

The idea is to use ChanIsAvail to see if the SIP is online and if so use
it, otherwise, call the POTS line.
