According to the http://www.dotindia.com/isp/guidelines.doc document from the
Department of Telecom website PC to PC voip is allowed so that means a pure
voip deployment acorss offices at multiple locations should be legal too as
long as its not connected at any point to PSTN (E1 or whatever lines)
