Create the SEPmac.cnf.xml file in your tftpboot directory and edit it to
contain:

 <loadInformation8 model="IP Phone 7940">P0S30201</loadInformation8>
 <loadInformation7 model="IP Phone 7960">P0S30201</loadInformation7>
</Default>

This worked for me.
