You can buy them direct from Sipro (http://www.sipro.com/), but it
seems that you have to buy a truck load of them, and not just one or
two at a time (if I'm reading it correctly).  G.729 channel licenses
cost approx. $1.50 each, from Sipro, depending upon what you want.

There are bound to be a few companies who have bought a bunch of
licenses and will resell them to you.  For instance, after applying
their usual markup, Digium will sell you G.729 channel licenses for
for $10 each.

As you're in England, you should consider whether you need to pay the
patent tax at all.
