[Asterisk-Users] outgoing spool dial local channels then actual dial from extensions.conf

I was playing with having my outgoing spool call do a Channel: 
Local/ext at context/n
kind of a call.

Then in extensions.conf ext have a line like
exten 999999,1,Dial(216)

where 216 is my extension. My extension never rings and
the failed context runs.

If I put Channel: Zap/g1/216 in the file
the call is actually made.

What is wrong with using a local channel in this way?
I would have thought that would work.
