The only TIE lines a 280 supports are dumb tie lines. I am a Toshiba dealer
Email me off list for details, yes I did set this up in the lab.

Henry,

Are you do E&M Tie lines on the the Toshiba? We have a Toshiba 280
that I would like to integrate with but I'm a little fuzzy on the the
Tie lines that Toshiba supports. Please let me know if you are using
them.
