That's actually the way most IP phones work. NTP is always in UTC 
format. One caveat is that many SIP phones are a bit dumb when it comes 
to daylight time changes, and have to be re-provisioned every time the 
daytime offset changes.
They would just need to know what time of the year they have to change, 
but they don't know that
