Vicidial will provide you will the dialing logic you are looking for
as well as limited "previous order information".
Almost any asterisk consultant should be able to accomplish this.
Only thing I suggest is ask and check customer references. Don't get
too overwhelmed, however. It looks like your needs are actually quite
simple (especially since most of the complex requirements are handled
by the vicidial code).
I'd offer to do the work, but my plate is full through mid november,
so I wouldn't be able to meet your time requirements.
