Grandstream Budgetone does. Not really a good phone for business use though.

But more phones are around the corner. The feedback I am getting from
phone manufacturers is that they are waiting for DSP chipsets with
ILBC support. Those chipsets are now becoming available, so it
shouldn't be long before we have a decent choice of ILBC hardphones.
