Looking at the SPA's User's Guide, there are plenty of *nn codes
defined in the SPA to control various features of the device. It may
therefore not always (or perhaps even never) pass on those codes to
the PSTN.
This is why I suggested to look into the SPA's dialplan
sequence-prepending feature to let the SPA insert the *nn sequence
when it is dialling out. Examples of prepending local area codes are
on page 51 and 52. In the same way if should be possible to prepend
*nn sequences.
