Did you configure /etc/zaptel.conf? Digium cards must be configured at 2 
locations /etc/zaptel.conf and /etc/asterisk/zapata.conf. And make sure 
your /etc/modules.conf have:
post-install wctdm   /usr/sbin/ztcfg
