[Asterisk-Users] DHCP from server A and connect to server B messes with SIP call out.

Asterisk knows where to find the 7960 "after" the 7960 successfully
registers with *. If you do a 'sip show peers', you should see the IP
address of the 7960 displayed next to its extension number. If you don't
see that, then look for config problems in the 7960 (userid & password).
