Ok, here't the output from console:

Executing Dial("SIP/200-f359", "SIP/NNNNNNNNN at xxx.xx||T") in new stack
    -- Called NNNNNNNNN at xxx.xx
    -- Got SIP response 486 "Busy here" back from xxx.xxx.xxx.xxx
    -- SIP/xxx.xx-7d58 is busy
  == Everyone is busy/congested at this time
