[Asterisk-Users] Can't Call out

Hi:

Can't call out.  In my zaptel.conf file I have the context outline for
signalling fxs_ks.  Then in the extension.conf file have:
[outline]
ignorepat = 9
exten => _9.,1,Dial(Zap/1/${EXTEN:1})
exten => _9.,2,Congestion

But when I pick-up the phone in the Zap/2 channel and try to call out it
doesn't work.  I can call some (SIP) ip phones extensions. And I can
receive calls with a simple menu I defined.

The only way I can call out is if I include the outline context into the
context I defined for the other channels.
