I'd say their words are suggesting you need a copper cable pair to use for
dsl, and they only sell copper pairs _with_ an analog voice circuit.

Since the majority of telco sales people are very non-technical, the best
they can do is repeat words that others have told them or translate into
words their understanding. But, they may other other approaches that sales
people don't understand or have never heard of. Might try to escalate that
to supervisors and/or engineering types to see what other arrangements
exist.
