No, Asterisk doesn't support use of outbound SIP proxy in the current versions.

Yes, we are working on it in the chan_sip2 project. It's not done yet, very early
beta code for the outbound proxy part.

Outbound proxy is a proxy that you configure your SIP ua to send ALL your SIP requests
to, regardless of the URI. Very much like using a web proxy in your web browser. This
is often used (and should be used more often) in firewalls. The outbound proxy might
also add some NAT traversal magic to take care of SIP/NAT problems for clients on
the inside.
