Why couldn't you take the analog lines from the telco
and mux them locally into an E1 that feeds your AST box ??
Basicly doing a M01 Mux / DAX solution.
So you would have

L ------ | E1
i ------ MUX |---------[AST]
n ------ |
e ------ _____|
s ------/
The mux would prolly cost aroudn 600 to 900 depending on
features and such.
