If I remember rightly, you can make i4l give a formatted dump of the 
ISDN messages it exchanges with the network. Produce one of those. Then 
someone fluent in Q.921/Q.931 might be able to help.

P.S. I suspect you may have some fluency, since you actually remembered 
to add the dots after the Q's :-)
