The hardware lock is really just a security code on each/all of the slots.
This security code cannot be changed or erased from the phone.  If you don't
have the code, you can't program the phone.

You can also software lock a slot to prevent it from being overwritten by
another program (Bell Canada does this, for example).

Software locks can be cleared using the noted procedure.  Hardware locks
can't.

This means that if a phone is NOT factory hard-locked, you can program
whatever you want.  If you mistakenly call an ADSI service that soft-locks
your phone (Bell Canada), you can still erase the programming using the
procedure.
