I don't know what you did, because I just installed the MySQL libraries
on Mandrake 9.1 and the files clearly installed to /usr/include/mysql:

# rpm -qlp ./RPMS3/libmysql12-devel-4.0.11a-5mdk.i586.rpm
...
/usr/include/mysql/errmsg.h
...
/usr/include/mysql/mysql.h
...
# rpm -qf /usr/include/mysql/errmsg.h
libmysql12-devel-4.0.11a-5mdk
