move asterisk/vmail.cgi to your friendly httpd daemon's cgi-bin directory,
set the right exec perms, and call the URL from an html browser, click

of course this is assuming you've got /etc/asterisk/voicemail.conf

don't think a running * is requisite for vmail.cgi
