[asterisk-ss7] Deactivate Link

Hi Konstantin!

Hmm thats exactly the test the provider wants that we pass.... T2 timers
MTP Level 2 tests. Do you know any solution for that to solve?
Would be pretty bad if we pass every test (Level 4 is allready passed),
except this one, and they will not set the link operative.
