[asterisk-ss7] libss7 clustering

Hi,
thanks Matthew for starting implementing ss7 clustering. I had similar
idea implementing it.

However have some things little bit difficult impleneting:

- have to split incoming circuit group messages
- in cluster mode which server will manage he MTP3 (re)start if they are
connecting to the same adjacent nodes?

As I look in the code everything looks fine.
