Not sure about legality, but playing "network error" without
charging user is perfectly logical. WHY should user pay for
a few seconds of NO-SERVICE answer? This functionality does
exist in PRI and SS7 - look at the Playback() command. Also
you may alter the ringing tone (CPT) - make it music :)
