[asterisk-ss7] Chan_ss7.so

The chan_ss7 module is a framework, and yes it is the ITU model, not the US 
ANSI model.  But could we not take this framework, identify differences, ie, 
point codes, layout of IAM, etc, and start a patch program to move it closer 
to the ANSI model.  There is a lot of really good code in the program, and 
it's not like starting from scratch....

The first goal would be to get the ISUP signaling functions working....
