[asterisk-ss7] Unknown state 0x3

The diffeence between cut through and confirmed. I'm just trying to simplify the meanings.
ACM just means I've just made it to the governing control point.
ANM an answer message means it was off hook, cut through to the line.

	State 3 means that ACM has been sent for the circuit, but not yet ANM or CON.
	The message will be fixed in the next version of chan_ss7.
