You should be able to set a low threshold rejection value.  When you say
Human Resources the engine will return the best match from the grammar.
You can get a match even though Human Resources is not in the grammar.
There is a confidence score which indicates the probability that the
engine is correct.  The engine will assign a low confidence score if the
best match and the utterance are poor fits.  As a rule of thumb you can
safely reject when confidence scores are below 450.
