If I were you, I would:
- plan to support link-locals in the code
- document it somewhere on how/... (from the developer point of view)
- put lower priority to implement it than other stuff
- document in the users doc that link-local support is planned but not 
yet implemented.

To me, in the grand scheme of things, you ought to deliver other 
functionalities than some specifics in the IPv6 plumbing...
