STUN is used in many places. You're thinking of STUN when it is
multiplexed over the SIP (i.e. sip-outbound) or RTP ports (i.e. ICE).
These are two such places, and the STUN server there is minimal,
integrated into the SIP UA, and only understands the Binding request. We
usually don't call that a "STUN server", although it is definitely one.
By "STUN (or TURN) server", we're referring to a separate entity that
the SIP UA contacts directly when it is gathering ICE candidates.
