Sorry what it mean option B "This options works... no audio stream until call is answered"
Question is,  caller party could listen to ringback tone??
By the way it seems probably at PSTN service provider it enable audio path on answer, you can check by monitoring with dahdi_monitor (channel number) -m -v -r(Save rx stream to FILE)  -t(Save tx stream to FILE).
By these command you can easily check if ringback tone send to caller party.

I  tests with suggestions Ramon  Velazquez and Mc Grath.

A -exten => XXX, 1 Progress ()
      exten => etc.,
R- Same result, reports asterisk Ringing in the console but no ringback tone on the phone.

B- exten => XXX, 1, Answer ()
     exten => XXX, n, Wait (0.5)
      exten => XXX, n, Dial (SIP / XXXX, 36, TTR)

R- This option works. and confirms what originally reported. no audio stream until the call is answered.

Hummm Could set progress instead of Answer application.
